Creating photo borders

Create a rectangle using the rectangular marquee tool. Then go to select and choose inverse then edit and fill. Use white.
De select and then go to menu and click filter. Choose distort then ocean ripple. You may experiment on the parameters.
Go back to channel and choose RGB. Now go to menu and choose select then load selection. Choose Alpha 1 . Now go back to menu. Click edit then fill. Choose background color.
You can experiment on the filters. You may also change the background color if you want another color for the border other than white.
